Amendments to the Rulebook on the conditions and manner of ranking travel organizers' licenses in different categories… introduced two new categories of licenses, which should make it easier for tourist agencies to meet the conditions for obtaining a license and continue operating under difficult business conditions caused by the Covid-19 pandemic.
To be issued an A 10 category license, a tourist agency must prove that it has sold organized travel arrangements for 10 to 300 passengers in the previous 12 months and that it has provided a travel guarantee with a coverage limit of EUR 50,000 and a deposit of EUR 300. For an A 15 category license, a tourist agency needs to prove that it has sold arrangements for 301 to 600 passengers and that it has provided a travel guarantee with a coverage limit of EUR 100,000 and a deposit of EUR 500.
The Law on Tourism stipulates that organizers of tourist trips, which hold a valid license, may submit an application for the issuance of a new license, with a changed category, to the Tourism Register maintained by the Serbian Business Registers Agency.
In accordance with the aforesaid Rulebook, along with the application for the issuance of a new license, with a changed category, the travel organizer shall submit complete documentation that is attached when submitting the application for the issuance of a license.
If the managers of the tourist agency are persons already registered in that capacity, the travel organizer shall not be obliged to submit a proof of their education, language skills, work experience and full-time employment, but shall only have the obligation to submit the competent court’s certificates that they are not under any prohibition measures. The documentation must contain a proof of the prescribed travel guarantee, the prescribed deposit and aggregate data on the number of passengers, as well as a request for termination of the previously issued license.
A tourist agency - travel organizer, which was holding a license for less than ten months before the commencement of application of the amended Rulebook, as well as a company, other legal entity or sole trader, who did not hold a license before the commencement of application of the said Rulebook, shall be entitled to a license ranked in category A 20.
