A new, more advanced ePledge Register management software has been developed within the project “Services for the Development and Establishment of the Pledge Register Information System”, the initial version of which was put in place back in 2005. As a result of this enhancement, the Serbian Business Registers Agency’s eServices Portal now enables electronic filing through the ‘ePledge’ software application.

The eRegistration service can be accessed through the centralized users’ log-in system of the Agency. All information, including video and written instructions, has been posted on the Agency's webpage: Services/eServices/eRegistration with the Pledge Register.

The Register of Pledges on Movable Property and Rights received 15,363 registration applications in the first nine months of the current year, of which 12,988 registration applications were approved. This means that 89.40% of applications were granted.

From the beginning of January to the end of September 2022, 6,917 pledge rights were registered, representing a 7.20% increase compared to the same period last year. The registered pledge rights secure claims amounting to over EUR 11 billion.

95.60% of the registered pledge rights are contractual pledges, 1.60% are those securing tax obligations, while 2.90% result from judicial enforcement and security interest proceedings.

The most represented registered pledge objects are vehicles (35.10%), in particular, agricultural and other vehicles. Rights of claim, shares and other property rights make up 29.50% of the registered pledge items. Machinery and equipment represent 22.10% and animals make up 1.40% of the pledged objects, while other movables’ share in all registered pledged items is 11.90%.

The most common pledge creditors are banks (72.40%) and companies (13.50%), which are followed by the Tax Administration (2.90%), natural persons (3.30%), sole proprietors (0.20%) and other persons who do not belong to any of the categories mentioned above.

When the structure of debtors is observed, companies (50.30%) and natural persons (40.90%) are mostly represented, while sole proprietors make up 7.70% of all debtors. The pledger happens to be the debtor of a secured claim in even 90% of cases.

At the end of the third quarter of 2022, 193,432 active pledge rights were registered in the Register of Pledges on Movable Property and Rights, securing claims the total value of which is about EUR 87.5 billion.
