On 8 April, Business Registers Agency in association with the National Alliance for Local Economic Development (NALED) has organized a one-day seminar for economic journalists: Simplifying Procedures to Create a More Favorable Business Environment.
Head of the Government’s Regulatory Review Unit Andreja Marušić announced that the “guillotine” of redundant, obsolete and inefficient regulations will be launched on 31 December. The objectives of the Comprehensive Regulatory Reform (CRR) will be to cut red tape costs by at least 25% by 2011, to accelerate and cut administrative procedures and improve Serbia’s international rating.
Assistant Minister of Economy and Regional Development Igor Brkanović pointed out the necessity of establishing a public-private dialogue for a more efficient advocacy for SMEs interests, both at the local and at the state level.
Serbian Business Registers Agency Director Zvonko Obradovic announced introduction of one stop shop registration of business entities, which will start on 1 May 2009 and will integrate the assignment of a tax identification number (TIN) by the Business Registers Agency. He explained that by submitting an integrated registration form, the applicants will automatically initiate the procedure for obtaining a TIN from the Tax Administration.
Head of the Tax Administration Education and Communication Division Milan Đurić said that upon receiving the application, the Tax Administration will process the prospective businessmen’s request within 24 hours and send a TIN electronically to the Serbian Business Registers Agency, thus considerably improving its service for citizens.
USAID Deputy Team Leader of Policy Reform Component Tatijana Pavlović-Krizanić presented the results of NALED’s Out of the Maze campaign, which compiled 245 suggestions describing procedures that create the largest problems for business, published in the Grey Book together with recommendations for removal of administrative obstacles to doing business in Serbia. President of Stara Pazova Municipality Goran Jović talked about the difficulties that the local authorities face in implementing republic level administrative procedures.
